The fish
Two fish among the wheels of the quadriga indicate the sea – Okeanos, from where the Helios' chariot emerges to bring the light into the day.
The water fowl
The water bird under the horses indicates that the scene is happening close to the shore.
Reconstruction proposal
East metope 14 has more drill holes than any of the other east metopes, so we must assume that many metal attachments have been used for ornaments and elements of harnessing attached in bronze.

God Helios riding his chariot to bring the light in the new day, with a crown of rays to the head and dressed in a short knee length garment and cloak.
