We know that this is Vishnu because the character is featured with four arms, one of which is holding a discuss, the symbol of the mind. The character is not standing on a lotus flower, but it still is Vishnu.
We know that this is Shiva because he has multiple limbs and is wearing the scarf of a serpent. We also know that this is Shiva because he is standing on a dwarf, a characteristic seen in many sculptures of Shiva. 
This particular piece is highly symbolic and representational of Devi. She is featured with three eyes, one representing desire, one representing action, and the other representing knowledge. Her eight arms are carrying multiple items that are typical of Devi. She has a sword, conch, lotus flower and a few other items.
