    Sir, I have the honor to acknowledge the receipt of your letter of the 13th Instance with the accompanying printed Circulars, referring to the pending election of Members for the new Legislative Council of the Colony. I shall not fail to give the Chief Constable the fullest aid and assistance in my power in carrying out the duties imposed by the Act.
