The team presented an urban plan adapted to the curves of the site and surrounded by a belt of parks and gardens.

The intersections of two axes

would determine the layout of the city, one of them intended for public activities, such as civic and governmental zones, and the other intended for private life, with the presence of residential superblocks.

Similarities and differences

The team, just like Lúcio Costa, separated the residential zone into two "wings", one to the north and one to the south of the public axis. The government center, on the other hand, would be located on the highest point of the site, differently from Lúcio, who located it closer to the lake.

The center of government

would consist of the capitol and the ministries sector, both surrounded by an extensive green belt. They would be connected by a large elevated avenue that would run through a succession of public squares and administrative buildings.

The Capitol

would be a large square intended for parades and demonstrations, with the palace of the Executive Power as the central element, and the palaces of the Judicial and Legislative Powers arranged laterally.

The heart of the city

would be defined by the commercial and civic sector, located at the intersection of the two main axes. This area would have a variety of work, education and leisure services.

Life in the center is busy!

The area would concentrate community facilities for commercial, cultural and administrative uses. Offices, stores, markets, hospitals, hotels, cinemas, among other buildings, would make up a large public space permeated by squares.

Each of the superblocks

would be articulated around a central green area endowed with daily facilities such as schools, bakeries, drugstores and churches - our well-known neighborhood unit.

More or less dense blocks

The team proposed three typologies: the first would be exclusively intended for single-family homes. The second, in addition to houses, would have some high-rise buildings. The third, the densest, would be entirely occupied by ten-storey residential buildings.
