The Game of Brownies, made by Clark & Sowdon of New York, is simply a standard game of Authors--a very popular game during the late 19th and early 20th centuries. But many manufacturers, among them George Eastman of Kodak, used Palmer Cox's Brownie figures to publicize other products. In most cases, Cox got no license fee for this use. Some of the manufactures, such as Clark & Sowdon in this example, changed the figures a little bit to aviod copyright infringement. And a game with Brownie-like figures on the box and on the backs of the cards sold well.
