The Senate debated the House’s 17 amendments in early September. Eliminating two proposals while condensing and editing others, the Senate passed the 12 amendments printed here. The freedoms of religion, speech, press, assembly, and petition were combined into one, and the same was done with elements of the Fifth and Seventh Amendments.
