Agreement of the Union of the Nine

(9) The formation of the Federal Council and the basic rules of its organization shall be determined by law. (10) Decisions of the Federal Council shall not be deemed definitive or final unless approved by the Supreme Council. (11) The councils, agencies and bodies required for assisting the Federal Council in the performance of its functions shall be set up and organized by Federal laws. PART III Miscellaneous Provisions (12) The contracting Emirates shall cooperate among themselves in strengthening their military capabilities in accordance with the right of lawful and legitimate defense, both individual and collective, of their existence. They shall join according to their resources and needs in arranging their particular and collective defense measures to carry out their joint obligation and duty to defend any of them against any armed aggression. (13) (a) The Federation shall have a supreme court called "The Supreme Federal Court". (b) The formation of this Court and its organization, functions and powers shall be defined by law. (14) The Supreme Council shall issue a decree determining the permanent headquarters of the Federation of the Arab Emirates. The Council shall also meet in any other place decided by it. (15) The government of every Emirate shall deal with its own particular, local affairs which do not fall within the scope of the Federation's prerogatives by virtue of this agreement or the Federal laws. (16) This agreement may be amended by a decree or decision issued by the Supreme Council of the Federation, particularly if the amendment aims at strengthening the ties between the member Emirates. (17) This agreement shall become effective as from 1 Muharram 1388, corresponding to 30 March 1968, in accordance with the systems and regulations in force in each member Emirate, and pending the drawing up of a charter for the complete and permanent organization of the Federation.
