From the events around the portrait, it is likely that it's a period of festivity probably the" Durbar" or other special occasions when the emir receives numerous visitors. At a closer view one can observe the happenings inside the palace, people are familiarizing and having fun. The palace guard is also particularly well dressed with one hand over the other and with a stick for support probably on duty.
