He graduated from the Leningrad M.V. Frunze Higher Naval School in 1931.
He completed a retraining course for the supreme command at the Naval Academy in 1941.
He served in the Pacific Fleet as commander of a destroyer escort, commander of a destroyer, and then commander of a destroyed brigade in 1932-1939.
He was appointed commander of a cruiser brigade of the Black Sea Fleet in 1940.
During the Great Patriotic War, he was involved in combat operations of the Black Sea Fleet. He led the first Black Sea landing operation in the vicinity of Grigoryevka during the defense of Odessa.
He was appointed commander of the Azov Naval Flotilla and successfully commanded landings during the Kerch–Feodosia Amphibious Operation, Novorossiysk Defensive Operation, and Kerch–Eltigen Amphibious Operation.
In 1944, he was appointed commander of the Danube Naval Flotilla, which was involved in the Jassy–Kishinev Strategic Offensive. The flotilla under S. G. Gorshkov’s command assisted the troops of the 2nd and 3rd Ukrainian Fronts in the Belgrade and Budapest Operations, participated in the liberation of the capital cities of Yugoslavia and Hungary.
In August 1951, S. G. Gorshkov was appointed commander of the Black Sea Fleet.
In January 1956, he was appointed Commander-in-Chief of the Soviet Navy and Deputy Defense Minister of the USSR.
He was a deputy of the fourth, fifth, sixth, seventh, eighth and ninth Supreme Councils.
S. G. Gorshkov was given the title of Hero of the Soviet Union.
He was awarded the Order of Lenin five times, the Order of the October Revolution, the Order of Red Banner four times, the Order of Ushakov 1st and 2nd classes, the Order of Kutuzov 1st class, the Order of the Red Star, the Order for Service to the Homeland in the Armed Forces of the USSR, 3rd class, medals, and foreign orders.
He was also presented with an honorary personal weapon.
