The wages for soldiers – 50 kopecks a day – had to be sent to the rural affairs commissioner, not paid to the soldiers in person, unless the soldier was willing to work more than 10 hours a day. Overtime wages had to be paid to the soldier. Employers had to provide for the upkeep of soldiers. Soldiers could be utilized for ploughing, manure haulage, haymaking, and road work. The rules listed in the circular letter had broader application than in Viru County.
