Xiong Tingbi, whose courtesy name was Feibai, was born in Jiangxia, Hubei province. He passed the Imperial Exam in the Wanli period. As the then Junior Vice-President of Ministry of War (bingbushilang), he was assigned to work as Chief Military Director (jinglue) of the Liaodong area in the forty-seventh year of the Wanli period (1619). In his term of office, he recruited the exiles and clarified rules and disciplines. During the time when he was there, the troops of the Later Jin dared not attack. When Emperor Xizong came into reign, Wei Zhongxian monopolized the power and plotted Xiong out of office. In the second year of the Tianqi period (1622), he was executed by Wei for a crime he did not commit.
