In the name of God, the Most Merciful and Most Compassionate
A Union Agreement between the Emirates of Abu Dhabi and Dubai
That His Highness Sheikh Zayed bin Sultan Al Nahyan, the Ruler of the Emirate of Abu Dhabi and his brother His Highness Sheikh Rashid bin Saeed Al Maktoum, the Ruler the Emirate of Dubai,
In order to maintain the stability of their two emirates,
In pursuit of the good and welfare of their people,
And to achieve a better future,
Have agreed, with the help of God, upon the following:
1. The formation of a union between the two Emirates under one flag.
2. The Union shall be vested in the following matters:
(a) foreign affairs
(b) defense and internal security, in case of necessity
(c) education and health
(d) nationality and immigration
3. The Union shall be vested in the legislative power in the affairs entrusted to the Union under this Agreement and other issues between the two Emirates.
4. Matters that were not assigned to the Union under this Agreement shall remain with the government of each Emirate as it was before.
In recognition of what was agreed upon, the two Parties have signed their names on this document at Sumaih on this Sunday the 18th of February 1968 A.D. corresponding to the 20th of Dhu al-Qi’ada, 1378 A.H.
