The Heartland Disability Rights March and Rally was organized in ’95 as the first of 5 consecutive anniversary celebrations of the ADA. From the early 1970s, Starloff worked to make St. Louis more accessible for people with disabilities. He was a major advocate for the ADA, and founded a number of disability rights and advocacy organizations. In 2003, he founded the Starloff Disability Institute that continues his work today.
