On taking office, Harris startled many by pulling out of a proposed settlement from the country's largest banks for predatory lending. She eventually scored a $20 billion payout, ten times the original offer for the state. She also worked with (left to right) Senator Mark Leno, Assembly Speaker John A. Pérez, and Senate President pro Tem Darrell Steinberg to enact the California Homeowner Bill of Rights.
