Air Chief Marshal Sir Arthur Tedder proposed that air power should be used to support every aspect of the Allied strategy for Operation Overlord. He advocated the bombing of transportation targets, strategic attacks on Germany's industrial and administrative bases, and tactical attacks on German military lines of communication.
