The album has a lacquered cover, painted with an image of a globe, several buildings, and two planes with a black background and a gold-tone floral border, inscribed at the bottom, "POSTAGE STAMPS OF THE / U.S.S.R." Cover page has a handwritten note in white ink, "This Collection of Soviet Stamps, the cover of which has been painted / by the Handicraft Artists of / Palech, U.S.S.R., is respectfully / presented to Franklin D. Roosevelt, / President of the United States of / America, in commemoration of / the participation of the Union / of Soviet Socialist Republics in / the New York World's Fair 1939 / Commissioner General of the / Union of Soviet Socialist Republics / to the New York World's Fair 1939 / New York, June 1939 / H.A. Tikhomimov." FDR signature on the title page along with the inscription, "СОЮЗ СОBETCКИX / COЦИАЛСТИЧECКИX / PECПУЂЛИК." Fifty-seven pages of stamps pasted to the pages - and one blank page - with 446 stamps. Presented to FDR in 1939, in commemoration of the participation of the U.S.S.R. in the 1939 New York World's Fair, by H. A.
