In the mid-1950s the Gelles-Widmer Company published a series of games designed by Edward W. Dolch, Ph.D. Dolch had been professor of education at University of Illinois. The games were known as the Dolch "Play-Way" Learning Games. This picture lotto with a twist--the pictures aren't exact matches so that children learn other examples--is one of the Dolch designed games.
