DOCUMENT 1912. Book Social Security. In 1889 the Social Security takes its first steps with the foundation of the national pension fund for disability and old age of the workers. It is an integrated voluntary association by a state contribution and a contribution of entrepreneurs. In 1919 it becomes compulsory and involving 12 million workers; it shall be referred to the National Fund for social insurance.
