In 1981, at the European Conference of Postal and Telecommunications Administrations, 26 states agreed on a common standard for online services known as the CEPT standard. It ensured better presentation of pages and a greater range of characters.
Professor Manfred Eisenbeis developed the programs Mosaik I and Mosaik II together with the Offenbach University of Art and Design in order to explain the graphic possibilities to the users.
