Following WWII, bubbles boomed as toy manufacturers used plastic to make bubble toys and detergents replaced traditional soap solutions. Transogram Company touted that their Whistling Billy Bubbles was "fascinating for kids and grownups too!" The user was instructed to fill the tub with bubble solution so that the rings would be submerged when they passed through and, to then, blow steadily through the opening in the crown of Billy's hat and to turn the wheel knob slowly. Billy would then blow continuous bubbles.
