In the 1990s, Tootsietoy introduced Mr. Bubbles Bubble Whistle. The toy was invented by Louis Pearl, a self-described bubble-ologist. Pearl began making, demonstrating, and selling a toy called the Bubble Trumpet on a street corner in Berkeley, California in 1980. He soon formed Tangent Toy Co., which produced more than 147 products. Pearl also continued to teach himself bubble tricks such as blowing square bubbles, space ship bubbles, and dodecahedron bubbles. Tootsietoy packaged Mr. Bubbles Bubble Whistle with a mail order promotion to "Join the Louis Pearl's Bubble Club!!" Interested participants were instructed to fill-in the coupon and send it along with a check for $4.95. In return, they received a copy of a the "Lights, Camera, Bubbles!!" VHS video starring Pearl and the membership.
