Carrie Chapman Catt, president of the National American Woman Suffrage Association, sent this letter to Congressman Edwin Y. Webb of North Carolina comparing Negro rights to the rights of Southern white women. Catt suggests that granting white women the vote would neutralize the vote of the "negro population."
