Stanisław August hoped that the growing tension between Russia and Turkey in the 80. would bring an opportunity to improve the situation of the Republic. In exchange for participation in the war on the side of Russia, he wanted to obtain from Catherine II permission for reforms and to secure the territorial integrity of the state. The project was presented during a meeting on a galley on the border Dnieper near Kaniv on 6 May 1787. For the next year she deceived the Polish king and avoided giving an answer to his proposals.
