Men working for the Civilian Conservation Corps cultivate the landscape at Bombay Hook National Wildlife Refuge. Over the lifespan of the CCC (1933-1942), several camps were created for African American workers under segregation laws. One such group works here in this photograph constructing a water control structure. These structures can still be found in Bombay Hook today.
