The Independent Order of St. Luke (IOSL), while headquartered in Richmond, VA, drew its strength from membership spanning the entire country.
Individual councils were chartered, sometimes as splinter-groups from existing councils. These semi-autonomous councils however contributed to the national IOSL treasury. By mid 1920s, Maggie Walker and her field recruiters built their ranks to over 100,000 members with hundreds of localized councils.

This certificate confirms the charter of a new Richmond Council, Veronica Council # 1721, established August 9, 1933.
