The Independent Order of St. Luke (IOSL), while headquartered in Richmond, VA, drew its strength from membership spanning the entire country.
Individual councils were chartered, sometimes as splinter-groups from existing councils. These semi-autonomous councils however contributed to the national IOSL treasury. By mid 1920s, Maggie Walker and her field recruiters built their ranks to over 100,000 members with hundreds of localized councils.
