    BE IT KNOWN, That, in order carefully and scrupulously to dis-charge the duties imposed on me by the Constitution and Laws of the Hawaiian Islands, in conformity with the Law's and Ordinances regulating the introduction of Immigrants. I have constituted and appointed, and by virtue of His Majesty's Commission, I do hereby constitute and appoint Robert W. Irwin Special Immigration agent for the Kingdom of Hawaii to do and perform all the duties set forth and described in said Laws and Ordinances which are applicable to said office, and subject to removal as by the Law prescribed. in Witness Wherof, I have hereunto set my name and the Seal of the Department of the Interior, this 30th day of June 1884 [Signed] Charles T. Gulick Minister of the Interior and President of the Board of Immigration.
