Citadel and Waterfall' is one of three Cole paintings in the collection, all of which were recommended to Frederick Billings by Cole's fellow Hudson River School artist, Frederic Church.

It has been suggested by several art historians that this small piece is a loose studio study for a larger work completed around the same time. That piece, 'Castle on Mountaintop with Cataract', is now held in a private collection.
