The following principles were agreed upon: the nobility would place 2,261 men in the service of the national defence force, the men had to be in good health and would be furnished with one month’s provisions and travelling money; the national defence force consists of part infantry, part light cavalry; the service would be of a temporary nature – when the war ended, all men were to be allowed to return home; one horse per ten acres is to be requisitioned; the forces are to be led by 26 officers (among others, volunteers from all three Baltic provinces were desired).
