Instigated by José Patiño's reformist spirit at the beginning of the 18th century, maritime administrative departments (North, East, and South) were established in Ferrol, Cartagena, and Cádiz respectively. The Commander and General Intendant, and his fleet, had jurisdiction and command over the coast of each department. Each fleet flew its own flag from the stern of its ships, and the rest of the ships' flags were different depending on the department to which they belonged.
