Domingo Pérez de Grandallana was Lieutenant General of the Spanish Royal Navy, and Minster of the Navy. Born in Jerez de la Frontera (Cádiz) in 1753, he took part in several expeditions during his time in the navy. This included expeditions to Algiers and Brazil, battles against Great Britain, the blockade of Gibraltar, the battle against the French Republic, and the capture of the island of Santa Catalina, as well as assisting in the relief of Melilla. After he was appointed Secretary of State and of the Secretariat of the Navy in 1802, he was put in charge of organizing a war fleet with the aim of "bringing the treasures and goods of the Royal Treasury" from Lima to Spain. He died in Madrid 5 years later.

In this portrait he appears dressed as a Lieutenant General. Under his jacket is the sash of the Grand Cross of the Royal and Distinguished Order of Charles III, and he is wearing the insignia of the Order of Santiago, as a Knight of these orders.

The work was painted by the artist Lino García, a portrait artist and painter of historical art in the late 19th century. Besides painting scenes, he was also a teacher, according to the ''Anuario General del Comercio, de la industria y de las profesiones'' (General Directory of Trade, Industry, and the Professions) of 1862.
