Dossier on baking bread for the military

Among other things, the dossier includes printed notices ordering townspeople to gather up bread flour in the state warehouse. All townspeople were to bring in flour. Tartu was ordered by the Provincial Governmen t to gather up 1,500 setverts (about 315,000 litres!) of rye flour.
