The National Park Service began presenting summer concerts and other free programs in DC’s public parks in the years following the devastating riots that shook the city after Dr. Martin Luther King, Jr.’s assassination. DC’s Latino community numbered under 20,000 residents; its residential and commercial hubs were the neighborhoods of Adams Morgan, Mount Pleasant, and Columbia Heights.
