The Estonian Cultural Garden was created in 1966, while the Baltic country was still under occupation by the Soviet Union. It was designed by Herk Vispapuu, an Oberlin, Ohio architect. A flame sculpture was created by sculptor Clarence E. VanDuzer. The flame connotes a spirit of freedom, while the planter underneath the flame in the shape of a boat reflects Estonia's connection to the Baltic Sea.
