Flood Tide, Ostend' is a classic example of the Romantic coastal shipwreck theme. Scenes of shipwreck and coastal salvation remained popular in America until the end of the nineteenth century.The Billings had several other similar paintings in their collection.

Hermann Herzog was a German artist who trained in Dusseldorf. In 1869 he immigrated to Philadelphia. Although he traveled widely in Europe and America, he became best known for his German landscapes.
