This print is part of Yoshitoshi's famous series "100 Aspects of the Moon" which depicts scenes from traditional Chinese and Japanese history and lore. Saito Toshimitsu conducts surveillance near Kyoto before an attack on the Honnoji Temple in 1582 in this scene from the "Chronicles of Taiko".
