Report on Custody of Infants Act. In 1925, The Guardianship of Infants Act gave parents equal claims over their children. As this item shows from 1923, the Act was a long time in the making, having been promoted as a Bill by the National Union of Societies for Equal Citizenship in 1919, and then passed through the House of Commons and House of Lords on numerous occasions since then before finally becoming law. This item dates from the referral of the Bill to the Joint Select Committee in 1923, and explains the various clauses of the Bill and the reasons why it has to come into being- namely that the mother does not have equal rights over her children.
