He started out very early in business and in 1908 founded the Société Générale d'Entreprises (SGE). He was deputy to General Bacquet (X 1876) director of armaments at the Ministry of War. In December 1916, faced with the heavy artillery crisis, Loucheur became Under-Secretary of State for Armament and War Fabrications, a real expert alongside Minister Albert Thomas. From September 1917, in the Painlevé government, then in that of Clémenceau, Loucheur replaced Thomas at the Ministry of Armaments. In November 1918 he took on the portfolio of Industrial Reconstruction and Liberated Regions. He quickly understood the need to implement an ambitious construction program within this framework. He passed a law on July 13, 1928 for the construction and home ownership of cheap housing (HBM): the Loucheur Law
