Civic leagues in New Orleans can be traced to the formation of the Seventh Ward Civic League. It was established to represent the seventh ward in the city, a largely Creole district. Its formation was due to a meeting held at the Autocrat Club in November of 1927. Dr. Joseph Hardin, a physician and business owner of a drug store and insurance company, was instrumental in its founding. He became president of the organization the same year it was founded. The goals of the League were to improve civic pride and welfare, encourage education, support black businesses, and promote interracial cooperation.
