This is a photo of Mandela's cell, taken during the 25 April 1977 visit to Robben Island by the media. The person in the cell is probably a curious journalist. Mac Maharaj and Ahmed Kathrada state that the bed visible in the far right corner with two pillows, is not the bed that was in the cell in 1977. A likely explanation is that the Prison authorities reorganised the cell for the media visit.
