Notice from Avinurme rural municipality to the North Baltic Committee regarding war refugees

To record the war refugees, the North Baltic Committee on assistance of war refugees sent forms to all municipalities, on which local officials were to record the number of refugees, and the name and address of the documenting person.

Avinurme rural municipality reported to the committee that there were many Latvian refugees and that none of the local Estonians spoke Latvian for handling their affairs. An assistance state forest warden who could do that spurned the wages offered as too low.
