Published letter from Millicent Garrett Fawcett to 'a German lady', in which she explains her reasons for disassociating herself from the upcoming International Congress of Women (held in London in June 1899). Her primary reason was that the proposed Congress programme allowed for arguments against suffrage to be heard; as President of the National Union of Women's Suffrage Societies she could not affiliate herself or the NUWSS with any organisation that wasn't completely supportive of women's suffrage.
