Éamon De Valera can be seen amongst the crowd in the top left of the photograph. De Valera had several meetings in London with British Prime Minister, Lloyd George, that paved the way for the Anglo- Irish Treaty negotiations which began in October 1921. De Valera's decision not to return to London to lead the Treaty negotiations himself was controversial.
