At odds with NAWSA over tactics and goals, Alice Paul and Lucy Burns founded the Congressional Union for Woman Suffrage (CU) in April 1913 to campaign for a constitutional amendment guaranteeing women's suffrage. Californian Phoebe Hearst was a member of CU's national advisory council.
