During World War I, the lumber industry was nationalized to counteract strikes by unions and ensure a steady supply of spruce for biplane manufacture. The Spruce Production Division of the U.S. Army constructed an enormous mill at Vancouver, with the goal of producing 100 million board feet during the war. At the same time, the military sponsored the Loyal Legion of Loggers and Lumbermen (often known as the 4 Ls as shown on this pin), a civilian union that helped reform the working conditions of loggers amd mill workers.
