This plan map of the Kobe Foreign Settlement was completed by John William Hart in 1872. He designed this bland-new city for foreign people with 8 streets running south-north, 5 streets running east-west, a public garden in its western edge, and a recreation ground (today's "Higashi-yuenchi park). According to this plan, sidewalks and driveways were separated, streetlights were placed on each street, and the sewage system was arranged under the ground. John William Hart was studied on infrastructures in Liverpool and was involved with various constructions in Peru and China. He visited Kobe in 1868, and supervised the constructions of the foreign settlement as an official engineer.
