Identified by Flack J.F. (of the Patent Office) in 1903. Ink inscription under image, Inked comment on verso, signed Downer in plate, t.r.; Stamped, b.l. Corners damaged from former overmount. Portrait, TQL seated to R. reading a book; apparatus on table beside L; sporting beard and flap tie.
