Pandit Jawaharlal Nehru, the first Prime Minister of India and Prasanta Chandra Mahalanobis in a discussion about the second Five Year Plan of India. In 1954,the Planning Commission of India decided that planning should have a longer perspective and the basic aims should be to increase the level of national income and to improve standard of living. With this aims in view, the Planning Commission initiated joint studies with ISI, the Economic Division of the Commission and the Central Statistical Organisation.On the basis of these studies Prasanta Chandra prepared a Draft Plan frame.This draft was accepted as the basis for the formulation of the Second Five Year plan with a new approach.
