This is a memorandum and a letter sent from President Rhee Syngman to the US Ambassador in Seoul on July 14, 1950, an official document on the transfer of wartime operational control of South Korean forces to General MacArthur, Commander-in-Chief of UN Command. General MacArthur sent a letter via US Ambassador Muccio that read "…express my thanks and deepest appreciation for the action taken in the letter of 16 July… the ultimate result cannot fail to be victory."
