The restoration of democracy in Argentina in 1984 required a new relationship to be forged between the government and the public which had elected them.

The administration felt that in order to ratify a peace treaty with Chile, a public referendum needed to be held for the treaty to have validity.

A long established medium of communication, public walls were painted to raise awareness of the referendum and drive public participation.
