The founder of "Puck" was Joseph Keppler, an Austrian born immigrant, who published the first copies of the magazine in German before adding a popular edition in English several issues later. "Puck," although it offered much in the way of social commentary, was also highly political in nature, generally supporting the Democratic Party. It was famous for its full-color chromolithograph covers, centerfolds, and back pages, Keppler originally supported woman suffrage, but changed his opinion because of what he perceived to be radical pronouncements on the part of its leaders. It is his negative attitude that is reflected here in the satire of Lockwood.
